Fantasm Island Soul is a reward for completing the 2nd reputation stage for Fantasm Island's Una's Task. To reach the 2nd reputation stage, you must complete the Una's Task: Poetry in Motion 7 times.

Una's Task - The New Book

Each Una's Task completion rewards 10. Once you have completed a certain number of Una's Task, you may receive certain rewards and you move onto the next tier of rewards.

For Poetry in Motion, you are required to buy Latt's Poetry Book from the general merchant near the Chaos Dungeon Entry in Luterra Castle before going to Fantasm Island to complete the quest. It's easier to just stock up on 7 books in your storage and set a Bifrost at Fantasm Island instead of going back to Luterra Castle every day. If you intend to complete the entire reputation, buy 17 books.
