The Wolf Hunting Contest Dynamic Event takes place at Blackhowl Plains. This is one of the three Dynamic Events guaranteed to be Peace. Rankings are based on how many Wolf Tails are turned in at any Campsite. You can acquire Wolf Tails by slaying any Wolves in the region.

Event Details
Campsites
Killing any Wolves grants you a random amount of Wolf Tails. The Campsites locations for turn-ins are at the Northern Campsite, Western Campsite, and Southern Campsite. At 9 minutes remaining, a random Campsite is locked. Players can no longer turn things in at that location. At 4 minutes remaining, another Campsite is locked. Because your ranking is based on the total Wolf Tails turned in by the end of the event, it's not necessary to interact with any Campsite until the end. Just be aware that if you are saving to turn it near the end, be cognizant of the last Campsite's location.
At set locations on the map, Hunters Pouches and Wolf Lures spawn. The Pouches require you to kill the Wolves attacking the Hunter. Once saved, he drops a Pouch with a large number of Wolf Tails as well as other unrelated items. The Lures, when activated, attract Wolves to them so that you can more easily kill them. It is recommended to farm near one of these two items for maximum efficiency.
