KR October Balance Changes for Throne and Liberty

Earlier this week, NCSoft released a major update on the KR Servers for Throne and Liberty. Subsequently, these October Balance Changes are expected to arrive shortly after on the Global Servers. In addition to this Weapon Balance Patch, NCSoft also included CC Immunity Changes for Throne and Liberty to help players recover more effectively from multiple crowd control effects being chained together. These balance adjustments are focused more towards the PvP side of Throne and Liberty as future updates include more PvP Content.

These changes are expected to come soon to Global Server. For information on the most recent Global Patch, check out our Patch 1.5.0 Post.

Developer Note on the October Balance Changes

Before diving into the changes, here is a note from the developers over at NCSoft in regard to these October Balance Changes that has been translated from Korean to English.

In this weapon balance adjustment, our main goals were to enhance the gameplay synergy among party members and to improve the usability of underperforming skills. During this process, we also made some improvements to the interactions between weapons and addressed excessive synergies.

Sword and Shield Changes

  • Stalwart Bastion
    • New Skill Specialization that reduces the cooldown by 15 seconds.
      • Costs 5 Skill Specialization points.

Greatsword Changes

  • Blood Devotion
    • New Skill Specialization that reduces the cooldown by 15 seconds.
      • Costs 5 Skill Specialization points.
  • Precision Dash
    • Bind Skill Specialization is now considered a Fury Attack.
  • Vital Force
    • This passive now caps at 30,000 HP.

Dagger Changes

  • Vampiric Strike
    • Increased Damage and HP Recovery
      • Epic Level 5 = 320% + 58 and 40% HP Recovery.
    • Additional Hit Skill Specialization now has increased damage.
      • Epic Level 5 goes from 69% + 12 to 96% + 17.
    • Skill Effect Enhanced Skill Specialization is increased to 20%.
  • Frenzied Sword Dance now has an AoE Skill Specialization.
    • 60% of base damage to all enemies within a 3m radius.
    • Costs 3 Points.
  • Knife Throwing
    • Increased Healing Reduction per Skill Level.

Crossbow Changes

  • Moved the Skill Specialization Removes CC from Selfless Diffusion to Mana Exchange.
    • Costs 7 Skill Specialization points.
  • Explosive Trap
    • Increased the duration of the trap from 15 seconds to 20 seconds.
    • Duration Increased Skill Specialization increased from 10 seconds to 15 seconds.
  • Multi-Shot
    • Lowers cooldown of Nimble Leap by 15 seconds on use.

Staff Changes

  • Frost Master
    • Auto Attacks apply Frost for 3 seconds within a 3-meter AoE Radius of the target.
      • Frost cannot be triggered on the same target twice.
  • Serial Fire Bombs
    • Focused Fire Bombs Skill Specialization now has an 80% chance to reduce Received Healing by 80% for 6 seconds.
  • Inferno Wave
    • Frenzied Lightning Wave Skill Specialization is now used once, and then a second time if the enemy is Wet or Frosted.
  • Chain Lightning
    • Fixed a bug where the Chain Lightning Skill Specialization was triggering the effects of Mother Nature's Protest.
  • Ice Spear
    • Fixed a bug that was applying a shorter debuff than intended.
    • Fixed a bug where Bind Skill Specialization was ignoring enemy defenses and always binding the target.
  • Judgment Lightning
    • The Consecutive Use Skill Specialization now has an 80% chance to reduce the target's Shield Block Chance by 30% for 4 seconds.
  • Infernal Meteor
    • Hellfire Rain damage increased.
      • Epic Level 5 Damage increased from 396% + 44 to 444% + 49.
    • Health Recovery Slowed
      • Healing Reduction changed from 60% to 80%.
  • Infernal Meteor damage has been increased.

Longbow Changes

  • Healing Touch
    • Shares a cooldown with Swift Healing.
    • Shares stacks across another user's Healing Touch stacks.
      • If player A uses it on Player B and then Player C uses it on Player B, Player B will now have 2 stacks.
  • Purifying Touch
    • Now removes up to 20 stacks when removing a debuff.
  • Devoted Shield
    • Changed to gaining a shield for 3 seconds when falling below 30% Max Health.

Wand Changes

  • Clay's Salvation
    • Weaken Removal now removes up to 20 stacks of a debuff.
  • Time for Punishment
    • Burning Time now reduces Shield Block Chance by 20% as well.
  • Karmic Haze
    • Fixed a bug that ignores enemy users' resistances and always applies when spreading curses.
    • Now ignores Shield Block Chance when spreading curses.
  • Ray of Disaster
    • If the target dies while the effect is active, it will jump to a new target within a 10-meter radius one additional time.
    • Targets Expanded Skill Specialization range increased to 10-meters.
    • Movement Speed Slowed Skill Specialization debuff increased from 15% to 30%.
  • Swift Healing
    • Shares a cooldown with Healing Touch.

CC Immunity Changes

The October Balance Changes also included significant CC Immunity System, enabling players to reach CC Immunity status more quickly by adjusting how different CC effects increase the gauge. Once the gauge fills, users gain CC Immunity for a set duration.

CC Immunity Gauge Accumulation:

  • A new feature allows the CC Immunity Gauge to fill up faster when players experience multiple CC effects in succession.
  • This enables players to achieve full CC Immunity status more quickly after consecutive CC effects.
  • Additionally, various types of CC effects will contribute differently to the gauge's accumulation.

The following quote reflects NCSoft's statement, translated from Korean, regarding these changes.

The development team recognized the challenge of dealing with “consecutive CC applications.” They aimed to enhance the gameplay experience by allowing players to reach immunity more quickly when hit by multiple CC effects in a row.
1. Reduce the helpless time for defenders who are unable to respond to successive crowd control.
2. Create a heightened sense of caution for attackers, encouraging them to use CC effects more strategically.
