Stability Issues Resolved
Some stability and performance issues have been identified on 2.2.0 PTR yesterday. A patch resolved them a few hours ago:

Belial Fight
Adam Fletcher tweeted on X that the larger Belial fight will be available in a few days when PTR boost is enabled:
Just so everyone is aware - The larger big Belial fight will be available when players get access to Mrak (our dancing friend) in a few days.
