VS Chill Inhibitor is a Heavy Grenade Launcher from the Vesper's Host Dungeon. Its God Roll is inarguably an amazing Heavy Weapon, and single-handedly sparked a controversy that resulted in a highly impactful bug being fixed.
This Weapon is NOT "Chill". It is however, worth your time.

Envious Arsenal and Bait and Switch both activate while firing and rotating between your Weapons, the former instantly Reloads the Weapon and the latter provides an insane 30% damage boost. With this God Roll, any Guardian wielding VS Chill Inhibitor is bound to top their teams damage charts.
Spike Grenades with Hard Launch slightly increases damage output, and a Handling Masterwork speeds up those rotations. Though, don't worry if you can't land a roll with these - the most important thing is the Perks.

If your Build has built in instant-reloading through things like Whisper of Impetus, Thread of Ascent, or Facet of Command, you won't get too much value out of Envious Arsenal.
Cascade Point is a solid alternative, massively increasing your damage per second provided that you can proc it (presumably through a Precision-centric Special Ammo Weapon). It won't actually increase the Weapon's total damage, though.
Comparable Weapons
Marsilion-C, a World Drop Grenade Launcher focusable at the Banshee-44, serves a similar niche but has a weaker set of Perks. Its God Roll of Envious Assassin and Cascade Point is great for slinging an unreasonably large volley of explosives towards bosses, but without a damage boosting perk the Weapon falls behind in total damage across its reserves.

Summary
VS Chill Inhibitor is an incredibly powerful Heavy Grenade Launcher with a God Roll that has everything that would ever be needed for its niche: boss-melting. Look for the Perk combination of Envious Arsenal and Bait and Switch and enjoy the carnage once you get your hands on it!
