Sovereignty is a Void Sniper Rifle introduced in Episode: Revenant, Act 1, and can be obtained through Seasonal Activities or Revenant Engrams.

The Sovereignty God Roll can Weaken enemies by aiming down sights with Withering Gaze, allowing your fireteam to do 15% increase damage to the enemy. Pair with Explosive Payload to create an area-of-effect explosion on impact and increase your total damage. Tactical Mag adds one more bullet to the magazine which is always welcome on a Sniper Rifle.
Comparable Weapons
Veleda-F is another Void Sniper Rifle that can roll with Withering Gaze. Pair it with Air Trigger to increase your ammo reserves and improve Reload Speed while airborne.
The Supremacy is a tried-and-true Kinetic Sniper Rifle from the Last Wish Raid. With so many good perks, you really can't go wrong. I recommend Rewind Rounds and Kinetic Tremors or Bait and Switch for boss damage.

Summary
Sovereignty is an excellent Void Sniper Rifle whose God Roll is capable of Weakening enemies on demand with Withering Gaze. Pair that with a damage perk in the third column and it fits nicely into any Destiny 2 loadout.
