Most Shotguns don't find a PvE God Roll that sets them apart, and Scavenger's Fate arguably doesn't. But it does have a gimmick going for it: Discord.
Get a kill with your Kinetic Weapon and swap to Scavenger's Fate, you have several seconds of ammo refunding itself whenever you land a kill with it. Pair with Destabilizing Rounds and the Origin Perk for added explosions, amounting to a respectable close-quarters-combat ad-clear option.
Your Barrel, Magazine, and Masterwork should be dedicated towards increasing the Weapon's Handling and Fire Rate in the case of Assault Mag.
Comparable Weapons
Retold Tale from the Dreaming City is the same Element and Frame as Scavenger's Fate, though it has a completely different set of Perks. We recommend Lead from Gold and One-Two Punch, it's an easily obtainable Punch-stick if you don't already have one.
Ded Gramarye IV, a World Drop Shotgun, has a similar Ammo Generating + Explosions God Roll. That being Discord and Chain Reaction.
