Sidearms are best used in extremely close ranges, and that lends itself to Surrounded which procs fairly often. This Perk features one of the most potent damage boosts available to Legendary Weapons. Demolitionist is a natural pairing perk, turning that bonus lethality into more Grenades and it also reduces how often you need to Reload.
Precision Frame Sidearms have poor Reload and Handling, so it's a good idea to use the Barrel, Magazine, and Masterwork to improve them. Dark Ether Reaper also helps reduce the amount of time you spend reloading, thanks to its Overflowing effect. The end result is an Insurmountable God Roll specialized for close quarters brawling.

A LOT of viable Weapons roll the ever-popular Repulsor Brace + Destabilizing Rounds combo, and they're popular for good reason: explosions help Ad-Clear, and killing keeps you alive.
As always, this particular pairing of perks begs the question "is this better than other, potentially easier to obtain options?". My answer is "it depends". Insurmountable is the very first Sidearm with this Roll, and the Submachine Guns with it tend to be just as hard to obtain.
If you don't have a close quarters Repulsor Brace + Destabilizing Rounds Primary Ammo Weapon, go get this Insurmountable God Roll.
Comparable Weapons
Boudica-C, a World Drop Sidearm focusable at the Banshee-44, is also a Precision Frame but happens to be Kinetic. It has a similar God Roll of Pugilist and Surrounded, though the Hakke Breach Armaments Origin Trait is pure mediocrity.
Anonymous Autumn, a Crucible Sidearm focusable at Shaxx, is known very well for its years-old reigns of terror within the Crucible. Though, its reprisal came with some standout PvE options. Notably, Attrition Orbs (which procs fairly quickly for this Weapon) and Surrounded make this one of the most versatile Sidearms of all... that use Primary Ammo!
Summary
Insurmountable is an excellent Sidearm with fairly standard God Rolls that it puts a twist on. The two God Rolls we recommend for it are enhanced with its Dark Ether Reaper Origin Trait improving ammo effeciency.
